Dons

No Family can exist without a Don.
Permanently lock a Don to earn the right to mint a new Family SubDAO in your name, with a 400 NFT supply and your own Family identity.
Every Don holds a seat on the Council of Dons, a core part of Omerta governance.
The Council of Dons can propose, review, and bring major changes to Omerta, The Grand Mafia.

Legislative

The Council of Dons is made up of staked Dons, with the Godfather acting as first among equals.
The Council reviews and discusses proposals in depth before deciding whether they should move forward to a wider vote.
Council approval requires a 75% threshold before a proposal advances.
Staked Caporegime holders retain on-chain veto power over proposals, requiring a 66% majority to veto a proposal before it reaches the SOLdiers vote.
Staked SOLdiers vote to approve proposals, with majority approval required for a proposal to pass.

Executive

The Godfather serves as the executive leader of Empire City and its core utilities.
Mike $Empire leads the original 4 Families and appoints Underbosses to act as operating Dons for those original Families.
Each Don is the sovereign leader of their own Family and is responsible for executing everything specific to that Family.
Families may operate independently while still benefiting from Empire City utilities, support systems, and shared infrastructure.

Judicial

As an on-chain digital nation, Empire City records transactions permanently on the blockchain.
Community members can audit Empire City activity, treasury movement, and on-chain interactions at any time.
Smart contracts act as the law of the land, enforcing rules, claims, staking systems, and utility mechanics through transparent code.
Blockchain transparency creates accountability between the DAO, the Council, Families, and the wider community.

Family Creation

Each Don has the power to found their own Family SubDAO within Empire City, using Empire utilities, community tools, and City Servants.
To begin the process, a Don must submit a proposal to the Council of Dons.
If the Council approves the proposal, it advances to the DAO for a wider vote.
If the DAO accepts the proposal, the Don may officially found a new Family SubDAO.
When a new Family is founded, the Don receives development support from Mike $Empire to launch a collection using Omerta artwork.
The mint minimum is set to the floor price of SOLdiers.
The founding Don keeps 50% of mint funds.
25% goes to other staked Dons as a special revenue share.
12.5% goes to the Community Treasury.
12.5% goes to the Godfather for his time, support, and ongoing assistance.
Any Don who founds a Family receives support from the Grand Mafia through Empire City moderators, City Servants, bots, utilities, dApps, and other available infrastructure.
Empire City provides the core services needed for NFT collections and Families, ranging from basic support tools to advanced utilities.

Godfather

Mike $Empire is the Godfather of Omerta, The Grand Mafia, and Don of the 4 original Families.
The Godfather believes in respect above all else.
Each new Family is its own sovereign project, led by its own Don.
Mike will not control any Family except his own.
The original 4 Families have unified under Mike’s leadership to become Omerta, The Grand Mafia.
Mike $Empire holds the title of Godfather.
The title of Godfather cannot be removed by the DAO. It is immutable, just like this law.
